Robert C. Wisner

Robert C. Wisner has provided leadership to The Paragon Alliance Group since its inception. As owner, Rob oversees all aspects of the company with a primary focus on plan design, consulting, marketing and business development.

Rob started his employee retirement plan administration career in 1982 having served as corporate plan administrator for one of the country's pioneer 401(k) Plans. He furthered his career serving as manager of custom plan record keeping for a company that developed into one of the largest third-party record keepers in the nation.

Rob holds a Bachelor of Science degree in administration/accounting from Bloomsburg University. Rob also continues to develop his credentials by obtaining Professional Education credits each year. He serves as a member of The Advisory Committee for the Retirement Plan Division of several prodigious international financial institutions. As an Advisory Committee member, he is able to communicate the needs of our clients, participants, advisors and staff to create and implement an action plan with our alliances. The end result enhances the overall value of the service, products and tools provided. The team of professionals at Paragon relays much of this information to Rob before attending calls and meetings.

Rob enjoys spending time with his family and has been active in his local community by coaching within various youth athletic programs. He also enjoys playing golf, softball, and basketball.

 

Joseph E. Tobin

Joseph E. Tobin is the Manager for The Paragon Alliance Group and is responsible for coordination of the day to day activities in the office. His duties include assisting in the hiring process, training new employees and conducting staff evaluations. While overseeing the Ongoing Business Team, he also assists clients with the design, administration, compliance monitoring, and reconciliation requirements for their qualified retirement plans.

He has held positions in the 401(k) industry since 1995. His background includes conversions of 401(k) plans and creating Plan documents. Joe has a Bachelor of Science degree in Accounting from DeSales University and has successfully earned his QKA Designation from the American Society of Pension Professionals & Actuaries (ASPPA).

Joe enjoys reading, sports and spending time with his two sons.

 

Cathleen J. Baker

Cathleen J. Baker is the Compliance Manager for The Paragon Alliance Group. Cathie is responsible for the preparation and amendment of plan documents and providing strategic plan design/consulting solutions for Paragon clients. Cathie researches various issues relating to qualified retirement plans and evaluates the impact of law changes on client plans.

She supports Paragon by educating staff regarding the options available within qualified plans. Cathie began her career in the banking industry, preparing tax returns for trusts, estates, and individuals. Since 1994, she has worked in the retirement plan field, working for one of the country’s largest independent retirement plan record keepers. She also worked for a start-up third party administration firm, assisting in the development of that firm into one of the top 100 fastest-growing privately-held businesses in the Philadelphia area.

She earned her B.B.A. in Accounting from Temple University. She received a paralegal certificate from The Philadelphia Institute for Employee Benefits Training and continues her education through courses offered by the American Society of Pension Professionals & Actuaries.

Cathie enjoys spending time with her family, supporting them in their sports activities, and is active in church and community activities.

 

Craig Davis   CPC, ERPA, QKA, QPA

Craig O. Davis joined GF Pension Corp in January 2000 as a Pension Administrator and Paragon Alliance Group through acquisition in October 2017.  He is now our New Business Manager at Paragon.  His responsibilities include consulting, plan design, administration and coordinating the takeover of new plans.  He also assists in marketing and business development. 

Craig applies his mathematical background to develop creative strategies designed to enhance retirement benefits for owners and key employees.  Craig received a Bachelor of Science Degree in Mathematics from Kutztown University with a concentration in Actuarial Science. Craig is a member of ASPPA and holds the following designations: Certified Pension Consultant (CPC), Qualified Pension Administrator (QPA), and Qualified 401(k) Administrator (QKA).  In addition, he holds the Enrolled Retirement Plan Agent (ERPA) designation, which allows him to represent Plan Sponsors before the IRS on retirement plan matters under Title 26 of ERISA.

Craig enjoys spending free time with his wife and three daughters and is actively involved with volunteering with his daughters’ school events.  When he is not working or with family, he is usually outside somewhere playing golf, softball, archery hunting, or working on household projects.
